Here is what I wrote on the application, although it has evolved a lot since then!

The backpack pack is a group of people who all have backpacks that have a variety of fabrics hanging from them. They encourage others to make a "Pact" or promise. This could be in the form of a declaration to their friend or partner or group of individuals, or it could be an intention, or a value that 2 or more people share. Then each person who is involved are given a strip of colorful material that best matches their pact. They each safety pin, or connect that piece of material to their back pack, or cloths, or tie it to their body. It then becomes a backpack pack pact. 2 or more people share a piece of cloth of the same style that creates comradery, and means something that they choose when they declare their pact.

All members of the BackPack Pack will modify their backpack to be able to facilitate this, plus there will be 1 official backpack pack pact pack that is dedicated to the cause.
